Before establishing Design Affiliation in 1973, Tom Perdue led the Tatar & Kelly design team for Fallston General Hospital, the first "for profit" general hospital in Maryland. The contemporary execution of the building incorporated a full range of medical, surgical, diagnostic and ancillary services, including a 150 bed extended care capacity. The facility became the central core for an outpatient system in Hartford County, incorporating strategically located medical offices.

In addition to design services, Perdue did the work to apply for and obtain the Certificate of Need for the facility.

JSA Healthcare, Inc. was the first private health care provider to work with government in a joint venture to provide health care for public employees in the Kenosha, Wisconsin area. KHCP Family Health Center built in 1994 was the nucleus of this system.
